EPRA appoints Joseph Oketch as Acting Director General

The Energy and Petroleum Regulatory Authority (EPRA) has appointed Dr. (Eng.) Joseph Oketch as Acting Director General following the resignation of Daniel Kiptoo.

Dr. Oketch previously served as EPRA’s Director in charge of Electricity and Renewable Energy and has over 25 years of experience in Kenya’s energy sector.

He oversaw the formulation, review, and monitoring of regulations, standards, and codes for the electrical and renewable energy subsectors.

Dr.Oketch holds a Bachelor of Science in Electrical Engineering from the University of Nairobi, an MBA and PhD in Strategic Management from Kenyatta University, and a Postgraduate Diploma in Project Planning and Management from the University of Nairobi.

He is also a registered professional engineer and a member of the Institute of Engineers of Kenya and the Kenya Institute of Management.

EPRA’s Board expressed confidence that Dr. Oketch will maintain the authority’s stability and continue regulating the sector effectively.

His appointment follows the resignation of three top energy officials: EPRA Director General Daniel Kiptoo, Kenya Pipeline Company Managing Director Joe Sang, and Petroleum PS Mohamed Liban.

The three were arrested by the Directorate of Criminal Investigations over allegations of falsifying domestic fuel stock levels, creating panic and an artificial supply crisis.

This allegedly allowed for an emergency fuel shipment procured outside the Government-to-Government framework at more than three times the contracted price and of substandard quality.
