The 2024 Boao Forum for Asia ended on March 29 in southern China’s Hainan Province. Initiated by 25 Asian countries and Australia, Boao is a non-profit organisation that hosts high-level forums for leaders from government, business and academia in Asia and other continents to share their vision on the most pressing issues in this region and the world at large.
On March 28, China’s Vice Minister of Foreign Affairs H.E. Chen Xiaodong gave a keynote speech at the Session on the Global Security Initiative on Implementing the Global Security Initiative to Build a World of Lasting Peace and Universal Security (GSI). Chen noted that President Xi Jinping observes that the world is currently undergoing significant changes not seen in a century, ushering in a new era of turbulence and transformation.
In light of this, the prospect of global peace emerges as a paramount question and challenge for our times. With a focus on the future security and well-being of humanity, President Xi Jinping, in his role as the leader of a major country, has demonstrated remarkable strategic insight and global vision by proposing the GSI.
This initiative was presented as part of China’s commitment to conducting diplomacy with distinctive Chinese characteristics for the modern era, with the goal of building a community with a shared future for mankind. The GSI, alongside the Global Development Initiative and the Global Civilization Initiative, serves as a strategic framework for China’s diplomatic endeavors.
The GSI is built upon “six commitments,” which include a commitment to common, comprehensive, cooperative, and sustainable security. It emphasizes the importance of respecting the sovereignty and territorial integrity of all nations, adhering to the principles of the UN Charter, and addressing the legitimate security concerns of countries through peaceful dialogue and consultation. This initiative, viewed as a significant contribution by China to the global community, aims to foster consensus in addressing security challenges.
One notable aspect of the GSI is its commitment to upholding principles and pursuing justice. It advocates for a new approach to security that prioritizes dialogue, partnership, and mutually beneficial outcomes over confrontation and zero-sum games. By aligning itself with the progression of history and human advancement, the GSI aims to contribute to the establishment of an equal and orderly multipolar world. This approach has garnered support from over 100 countries and various international and regional organizations, reflecting a growing trend towards achieving common security through cooperation.
Another key feature of the GSI is its proactive stance in addressing complex issues. In response to evolving international dynamics, the GSI seeks to offer practical pathways for resolving disputes, managing crises, and addressing global security challenges. For example, China has actively engaged in diplomatic efforts to mediate conflicts in regions such as Ukraine, Myanmar, and the Middle East, demonstrating its commitment to facilitating peaceful solutions.
Furthermore, the GSI emphasizes the promotion of synergy and cooperation among nations, aiming to enhance collective efforts to maintain global peace and tranquility. Through the identification of 20 priorities and the establishment of five platforms/mechanisms of cooperation, the GSI seeks to build consensus on international security issues. This includes collaboration in areas such as peacekeeping, counterterrorism, climate change, and disaster prevention. China has also actively participated in regional security cooperation frameworks and promoted dialogue on international security through various platforms.
Since its inception, the GSI has received widespread support, which can be attributed to its relevance and value in addressing contemporary security challenges. The initiative’s success is underpinned by its goal of pursuing common security, rejecting outdated notions of exclusive security, and encouraging comprehensive cooperation among nations. Additionally, the GSI responds to the urgent need for innovative approaches to maintaining peace and preventing conflicts, addressing both macro-level issues and practical concerns.
Moreover, the GSI upholds principles of openness and inclusiveness, welcoming participation from all interested countries and rejecting exclusivity. By fostering candid communication and cooperation, the initiative seeks to serve as an international public good beneficial to all parties involved.
Lastly, the GSI prioritizes practical actions, demonstrating China’s commitment to concrete results in promoting global security. Through tangible actions and initiatives, China has shown its dedication to upholding world peace and fulfilling its responsibilities as a major country.
Looking ahead, China proposes several efforts to enhance the effectiveness of the GSI, including deepening international consensus, promoting peace talks, strengthening practical cooperation, improving global security governance, and focusing on key areas of cooperation.
In conclusion, China remains committed to realizing a world of lasting peace and universal security through the full implementation of the GSI. By working collaboratively with the international community, China aims to address global security challenges and build a better future for all. As the saying goes, “When all people work with one mind, even soil can be turned into gold.” With unity and cooperation, no obstacle is insurmountable, and the GSI stands as a testament to China’s commitment to achieving common security and global peace.
