\u00a0investigation into disgraced priest Tudor<\/a>, who was found \u2013 among other things \u2013 to have been barred by the Church from being alone with children.<\/p>\nThe Church told the BBC that in 1993 Lord Carey, who was then Archbishop of Canterbury, agreed Tudor could return from his suspension under supervision \u2013 and that the decision was taken with \u201csome trepidation\u201d.<\/p>\n
But the investigation found evidence suggesting Lord Carey helped Tudor get a job.<\/p>\n
Minutes of a meeting mention him \u201cadvocating for\u201d Tudor, with a reference that a diocese had been \u201cmade to take\u201d the disgraced priest.<\/p>\n
More than that, leaked documents also show he agreed to remove Tudor\u2019s name from the central list of clergy who had been subject to disciplinary action.<\/p>\n
\u201cWe recognise these procedures were neither sufficient nor survivor-focussed, and that very different decisions would have been made today,\u201d the Church told the BBC, acknowledging that Tudor should have received a lifetime ban.<\/p>\n
Lord Carey, who was the Archbishop of Canterbury from 1991-2002, told the investigation that he did not remember Tudor\u2019s name.<\/p>\n
In his resignation letter, sent on 4 December, he wrote: \u201cI wish to surrender my Permission to Officiate.\u201d<\/p>\n
\u201cIt has been an honour to serve in the dioceses of London, Southwell, Durham, Bristol, Bath and Wells, Canterbury and finally Oxford,\u201d Lord Carey said<\/p>\n
\u201cI am in my ninetieth year now and have been in active ministry since 1962 when I was made Deacon and then Priested in 1963.\u201d<\/p>\n
The current Archbishop of York Stephen Cottrell is resisting calls to resign in relation to the same investigation.<\/p>\n
The BBC found that from 2010, when he was made Bishop of Chelmsford, Mr Cottrell was made aware of the allegations of abuse against Tudor.<\/p>\n
Mr Cottrell also knew that Tudor was working as a priest under a provision that he could not be left alone with children and that he had made a large payment to an alleged victim.<\/p>\n
But under the then Bishop Cottrell, Tudor remained in post and was made Honorary Canon of Chelmsford Cathedral.<\/p>\n
Tudor was only suspended in 2019 when police opened a new investigation into him.<\/p>\n
Mr Cottrell said he was \u201cdeeply sorry\u201d that action had not been taken earlier but that he had \u201cinherited\u201d the situation.<\/p>\n
He added there were no legal grounds to take alternative action.<\/p>\n
But some of those affected by the case, including victims of Tudor, have been critical of Archbishop Cottrell\u2019s response to the investigation.<\/p>\n
One, Rachel Ford, told the BBC Tudor was \u201cvery touchy-feely\u201d with her at school and that Mr Cottrell\u2019s assertion showed \u201ca complete lack of empathy for his victims\u201d.<\/p>\n
Mr Cottrell is weeks away from taking charge of the Church of England following the resignation of another Archbishop of Canterbury Justin Welby.<\/p>\n
