{"id":111441,"date":"2025-03-05T18:03:47","date_gmt":"2025-03-05T18:03:47","guid":{"rendered":"https:\/\/chezaspin.com\/blog\/index.php\/2025\/03\/05\/us-warns-against-rsfs-deal-signed-in-kenya-citing-risk-of-sudans-division\/"},"modified":"2025-03-05T18:03:47","modified_gmt":"2025-03-05T18:03:47","slug":"us-warns-against-rsfs-deal-signed-in-kenya-citing-risk-of-sudans-division","status":"publish","type":"post","link":"https:\/\/chezaspin.com\/blog\/us-warns-against-rsfs-deal-signed-in-kenya-citing-risk-of-sudans-division\/","title":{"rendered":"US Warns Against RSF\u2019s Deal Signed in Kenya Citing Risk of Sudan\u2019s Division"},"content":{"rendered":"<p><strong>NAIROBI, Kenya, Mar 5\u2013 <\/strong>The United States has expressed deep concern over reports that Sudan\u2019s paramilitary Rapid Support Forces (RSF) and allied groups have signed a \u201ctransitional constitution,\u201d warning that such actions could further destabilize the country.<\/p>\n<p>In a statement on Wednesday, the U.S. State Department\u2019s Bureau of African Affairs cautioned that any attempt to establish a parallel government in Sudan would be detrimental to peace and security, potentially leading to the country\u2019s \u201cde facto partition.\u201d<\/p>\n<p>\u201cThe U.S. is deeply concerned by reports that the RSF and aligned actors have signed a \u2018transitional constitution\u2019 for Sudan,\u201d the statement read.<\/p>\n<p>\u201cAttempts to establish a parallel government are unhelpful for peace and security and risk further instability and de facto partition of the country.\u201d<\/p>\n<p>The RSF, which has been sanctioned by the U.S. for alleged human rights abuses, and several allied Sudanese rebel factions signed the constitutional document in Nairobi on Monday night.<\/p>\n<h3 class=\"wp-block-heading\"><strong>RSF\u2019s Constitution and Growing International Backlash<\/strong><\/h3>\n<p>The charter lays claim to eight territories and proposes forming a new joint army comprising RSF forces and the Sudan People\u2019s Liberation Movement (SPLM).<\/p>\n<p>According to AFP, the document was signed by 24 individuals, including RSF deputy commander Abdel Rahim Dagalo. It follows a February 23 agreement in which the RSF, factions of the Sudan Revolutionary Front, SPLM-North led by Abdelaziz al-Hilu, the National Umma Party, civil society groups, and other entities formed a founding pact.<\/p>\n<p>The transitional constitution calls for the repeal of Sudan\u2019s 2019 transitional charter, along with all prior laws, decisions, and decrees. It envisions Sudan as a secular, democratic, and decentralized state based on the separation of religion and government.<\/p>\n<p>Sudan has been engulfed in conflict since April 2023, when tensions between the RSF, led by Mohamed Hamdan Dagalo, and the Sudanese Armed Forces (SAF), commanded by Abdel Fattah al-Burhan, escalated into full-scale war. The violence has killed thousands, displaced millions, and deepened the country\u2019s humanitarian crisis.<\/p>\n<h3 class=\"wp-block-heading\"><\/h3>\n<p>On Sunday, Sudan\u2019s ruling military junta praised Saudi Arabia, Kuwait, Egypt, and Qatar for rejecting the RSF-led constitutional move.<\/p>\n<p>The Sudanese Ministry of Foreign Affairs also acknowledged support from African members of the UN Security Council\u2014Algeria, Somalia, and Sierra Leone\u2014along with Russia, China, the U.S., the UK, Guyana, and T\u00fcrkiye.<\/p>\n<p>At the same time, Sudan\u2019s military accused Nairobi of taking an \u201cirresponsible stance\u201d by supporting the RSF, which it labeled a \u201cgenocidal militia.\u201d<\/p>\n<p>\u201cThese clear positions affirm that the Kenyan presidency\u2019s reckless decision to embrace the RSF and attempt to legitimize its unprecedented atrocities is isolated both externally and internally,\u201d the statement read.<\/p>\n<p>The Port Sudan-based military leadership has escalated tensions by branding Kenya a \u201crogue state,\u201d accusing it of violating international norms by engaging with the RSF.<\/p>\n<p>Sudan\u2019s government has renewed calls for global condemnation of what it describes as a \u201cgrave threat to regional peace and security,\u201d urging the international community, regional organizations, and particularly the African Union, to take a firm stance against actions undermining Sudan\u2019s stability.<\/p>\n<h3 class=\"wp-block-heading\"><strong>Arab States Reject RSF-Led Move<\/strong><\/h3>\n<p>On February 28, Saudi Arabia\u2019s Foreign Ministry opposed any \u201cillegitimate steps or measures taken outside the framework of Sudan\u2019s official institutions that may affect its unity and do not reflect the will of its people, including the call to form a parallel government.\u201d<\/p>\n<p>Riyadh reaffirmed its commitment to Sudan\u2019s security, stability, and territorial integrity, urging all parties to prioritize national interests over factional disputes to prevent division and chaos.<\/p>\n<p>Qatar echoed this stance, declaring its \u201cfull support for the unity, independence, sovereignty, and territorial integrity of the sisterly Republic of Sudan.\u201d Doha also rejected any \u201cinterference in Sudan\u2019s internal affairs\u201d and urged all factions to prioritize national unity.<\/p>\n<h3 class=\"wp-block-heading\"><strong>Kenya Defends Its Role in Sudan Crisis<\/strong><\/h3>\n<p>Kenya has defended hosting the RSF meeting, insisting it remains neutral and committed to regional peace efforts.<\/p>\n<p>In a statement, the Ministry of Foreign Affairs dismissed accusations of bias and said Nairobi was providing a nonpartisan platform for dialogue.<\/p>\n<p>Prime Cabinet Secretary Musalia Mudavadi reiterated Kenya\u2019s commitment to regional stability, noting that Sudanese groups have historically sought mediation in neighboring countries.<\/p>\n<p>\u201cWe note that this is not the first time groups in Sudan have sought solutions to their crisis by leveraging the good offices of neighboring countries,\u201d Mudavadi said.<\/p>\n<p>As tensions mount, diplomatic efforts continue to determine whether Sudan\u2019s warring factions can be brought to the negotiating table or if the country is headed for further fragmentation.<\/p>","protected":false},"excerpt":{"rendered":"<p>NAIROBI, Kenya, Mar 5\u2013 The United States has expressed deep concern over reports that Sudan\u2019s paramilitary Rapid Support Forces (RSF) and allied groups have signed a \u201ctransitional constitution,\u201d warning that such actions could further destabilize the country.
