{"id":122482,"date":"2025-10-04T07:07:32","date_gmt":"2025-10-04T07:07:32","guid":{"rendered":"https:\/\/chezaspin.com\/blog\/index.php\/2025\/10\/04\/russia-corrects-kenyas-narrative-of-unanimous-un-vote-on-haiti\/"},"modified":"2025-10-04T07:07:32","modified_gmt":"2025-10-04T07:07:32","slug":"russia-corrects-kenyas-narrative-of-unanimous-un-vote-on-haiti","status":"publish","type":"post","link":"https:\/\/chezaspin.com\/blog\/russia-corrects-kenyas-narrative-of-unanimous-un-vote-on-haiti\/","title":{"rendered":"Russia \u2018corrects\u2019 Kenya\u2019s narrative of unanimous UN vote on Haiti"},"content":{"rendered":"<p><strong>NAIROBI, Kenya, Oct 4 \u2014 Russia has \u201ccorrected\u201d Kenya\u2019s assertion that the United Nations Security Council (UNSC) unanimously adopted a resolution transforming the Kenya-led Multinational Security Support (MSS) mission in Haiti into a new Gang Suppression Force (GSF).<\/strong><\/p>\n<p>Moscow\u2019s Deputy Ambassador to the United Nations, Dmitry Polyanskiy, in a rejoinder to Kenya\u2019s Foreign Affairs Principal Secretary Korir Sing\u2019oei social media post on the matter noted the resolution \u2014 officially Resolution 2793 (2025) \u2014 was not passed unanimously.<\/p>\n<p>Polyanskiy pointed to the abstention of Russia, China, and Pakistan from the vote in his rejoinder on Friday.<\/p>\n<p>\u201cI have to respectfully correct our Kenyan brothers \u2014 the resolution wasn\u2019t adopted unanimously. Russia, China, and Pakistan abstained,\u201d Polyanskiy said.<\/p>\n<p>\u201cWe didn\u2019t block this proposal \u2014 with heavy hearts and only heeding the pleas from Latin American and African countries. But we are afraid the Council is being dragged into another adventure.\u201d<\/p>\n<p>His remarks came after Sing\u2019oei, in a Wednesday statement, hailed what he described as the \u201cunanimous adoption\u201d of the resolution as a welcome milestone in efforts to restore peace and security in gang-ravaged Haiti.<\/p>\n<p>\u201cThe unanimous adoption of Resolution 2793 (2025) last night by the UN Security Council is a welcome development in the pursuit of a more peaceful and secure Haiti,\u201d Sing\u2019oei said in his October 1 statement.<\/p>\n<p>Following the vote, the Russian Mission to the UN issued an explanation of vote delivered by Ambassador Vassily Nebenzia, elaborating Moscow\u2019s reservations about transitioning from the MSS to the GSF.<\/p>\n<p>The MSS mandate officially expired on October 2.<\/p>\n<h2 class=\"wp-block-heading\">Respect for Haiti <\/h2>\n<p>Nebenzia said Russia abstained out of respect for appeals by Haiti\u2019s government and neighboring states not to obstruct the measure. However, he cautioned that the Council was being \u201cthrust into a highly dangerous and poorly thought-out mission.\u201d<\/p>\n<p>\u201cWe have every reason to believe that this new mission, under yet another resonant name, will prove to be no different [from the MSS],\u201d Nebenzia said.<\/p>\n<p>\u201cThe MSS failed to achieve even half of its projected capacity due to unfulfilled donor pledges regarding its funding.\u201d<\/p>\n<p>He criticized what he termed chronic underfunding of the outgoing MSS, saying it had led to further deterioration of security in Haiti and the continued expansion of gang influence.<\/p>\n<p>Nebenzia also raised concerns about the GSF\u2019s \u201cvirtually unrestricted mandate to use force,\u201d lack of clear funding guarantees, and the potential use of the UN regular budget for logistical support despite the organization\u2019s financial strain.<\/p>\n<p>\u201cDo you want action, or do you want results?\u201d he asked Council members.<\/p>\n<p>\u201cIll-conceived and rushed steps can lead to outcomes entirely contrary to our goals,\u201d he cautioned.<\/p>\n<h2 class=\"wp-block-heading\">Underfunded Kenya-led mission <\/h2>\n<p>Kenya has led the MSS since 2023, deploying 735 police officers as part of a roughly 1,000-strong force backed by Jamaica, El Salvador, Guatemala, Belize, and the Bahamas, with a significant share of financial support coming from Canada.<\/p>\n<p>However, the mission has struggled with inadequate funding and logistical delays.<\/p>\n<p>Sing\u2019oei said Kenya \u201cwelcomes the transition\u201d and views the GSF \u2014 authorized for an initial 12-month mandate with about 5,500 personnel \u2014 as a necessary escalation to combat entrenched armed gangs.<\/p>\n<p>The resolution establishing the GSF was adopted on Tuesday with 12 votes in favor and three abstentions \u2014 Russia, China, and Pakistan \u2014 under the presidency of South Korea. None of the Council\u2019s members voted against it.<\/p>\n<p>The United States, which co-sponsored the resolution alongside <strong>Panama<\/strong>, described the transition as an <em>\u201cimportant step\u201d<\/em> toward stabilizing Haiti after years of violence and political paralysis.<\/p>\n<p>\u201cThis adoption offers Haiti hope,\u201d said US Ambassador Mike Waltz.<\/p>\n<p>\u201cThat hope has been slipping away as gangs expanded their territory, raped, pillaged, murdered, and terrorized the Haitian population.
