welcomes amendments to proposed peace plan"},"content":{"rendered":"<p>Nov 25 \u2013 Ukrainian President Volodymyr Zelensky has welcomed proposed changes to the controversial 28-point peace plan for ending the war with Russia.<\/p>\n<p>It appears Ukraine\u2019s European allies produced an amended version of the plan after rejecting parts which favoured Russia\u2019s war aims.<\/p>\n<p>\u201cNow the list of necessary steps to end the war can become doable\u2026\u201d Zelensky said on Telegram. \u201cMany correct elements have been incorporated into this framework.\u201d<\/p>\n<p>Later, in the early hours of Tuesday, Kyiv\u2019s mayor Vitali Klitschko said a wave of Russian missile and drone attacks hit an apartment building in the capital and disrupted electricity and water supplies.<\/p>\n<p>Ukraine\u2019s Ministry of Energy also confirmed a \u201cmassive, combined enemy attack\u201d on the country\u2019s energy infrastructure facilities.<\/p>\n<p>\u201cEnergy officials will begin assessing the consequences and restoration work as soon as the security situation permits,\u201d it said in a statement.<\/p>\n<p>US and Ukrainian officials met in Geneva on Sunday to discuss the plan, drafted by American and Russian officials in October, which had caused consternation in Kyiv and among its European allies.<\/p>\n<p>Russian representatives did not take part in the meeting in Switzerland.<\/p>\n<p>A Kremlin official rejected the amendments on Monday as \u201ccompletely unconstructive\u201d.<\/p>\n<p>In another development, White House press secretary Karoline Leavitt insisted that the Trump administration was not favouring Russia in its efforts to end the war.<\/p>\n<p>\u201cThe idea that the United States of America is not engaging with both sides equally in this war to bring it to an end is a complete and total fallacy,\u201d she told reporters.<\/p>\n<p>President Donald Trump was \u201chopeful and optimistic\u201d that a plan could be worked out for ending the war, Leavitt added.<\/p>\n<p>Following the end of the talks in Geneva, Trump suggested on social media that \u201csomething good just may be happening\u201d but added: \u201cDon\u2019t believe it until you see it.\u201d<\/p>\n<p>In Geneva, the talks began with US Secretary of State Marco Rubio having to deny the 28-point plan advocated by Trump had been written by the Kremlin, as several of its elements seemed heavily geared towards Moscow\u2019s longstanding demands.<\/p>\n<div that the revised plan was \u201ctruly the right approach\u201d.<\/p>\n<p>\u201cThe sensitive issues, the most delicate points, I will discuss with President Trump,\u201d he added, without saying when.<\/p>\n<p>According to an official in Zelensky\u2019s office, the 28-point plan leaked on Friday no longer existed.<\/p>\n<p>Speaking to the Financial Times, Ukraine\u2019s First Deputy Foreign Minister, Sergiy Kyslytsa, who attended the weekend talks in Geneva, said the latest plan consisted of just 19 points, with some of the most politically sensitive elements, including territorial concessions, now due to be decided by the leaders themselves.<\/p>\n<p>A virtual \u201c<a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c9vygkzkkrvo\">coalition of the willing<\/a>\u201d meeting of Ukraine\u2019s European allies will take place on Tuesday to discuss developments, UK Prime Minister Sir Keir Starmer announced.<\/p>\n<p>There was, he said, still work to do for a \u201cjust and lasting peace\u201d in Ukraine.<\/p>\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cp89e5gjykdo\">\u2018No one will support it\u2019: Ukraine\u2019s soldiers react to US peace plan<\/a><\/h2>\n<p>In Moscow, Kremlin foreign policy aide Yuri Ushakov told reporters: \u201cThe European plan, at first glance\u2026 is completely unconstructive and does not work for us.\u201d<\/p>\n<p>Zelensky said earlier on Monday that the \u201cmain problem\u201d remained Putin\u2019s demand for legal recognition of territory Russia had taken.<\/p>\n<p>Comments by Trump which suggested Ukraine had until 27 November to accept the deal or risk losing US support created a sense of urgency across Europe on Friday, and talks between Ukraine and US officials were hastily convened.<\/p>\n<p>The counter-proposals \u2013 reportedly drafted by the UK, France and Germany \u2013 excluded any recognition of Russian-held regions, raised Ukraine\u2019s permitted army size, and left the door open to Ukraine joining Nato.<\/p>\n<p>Russia has consistently demanded full Ukrainian withdrawal from the whole of the eastern Donbas, made up of Donetsk and Luhansk regions.
