{"id":129705,"date":"2026-01-28T09:02:54","date_gmt":"2026-01-28T09:02:54","guid":{"rendered":"https:\/\/chezaspin.com\/blog\/kenya-explores-new-development-financing-options-with-china-for-infrastructure-projects\/"},"modified":"2026-01-28T09:02:54","modified_gmt":"2026-01-28T09:02:54","slug":"kenya-explores-new-development-financing-options-with-china-for-infrastructure-projects","status":"publish","type":"post","link":"https:\/\/chezaspin.com\/blog\/kenya-explores-new-development-financing-options-with-china-for-infrastructure-projects\/","title":{"rendered":"Kenya explores new development financing options with China for infrastructure projects"},"content":{"rendered":"<p><strong>NAIROBI, Kenya, Jan 28 \u2014 Foreign Affairs Principal Secretary, Korir Sing\u2019oei, held high-level discussions with senior Chinese finance officials to explore innovative development financing options for Kenya\u2019s flagship infrastructure projects.<\/strong><\/p>\n<p>The meeting held at the CAD Fund offices in Beijing on Tuesday, brought together senior officials from the China Development Bank, the Export-Import Bank of China (CEXIM), and the Bank of China (BOC) including Chang Hui, Vice President of the China Africa Development Fund (CAD Fund).<\/p>\n<p>Sing\u2019oei, on a working visit to China, was accompanied by Kenya\u2019s Ambassador to China, Willy Bett, Deputy Head of Mission Lynette Mwende, and Dr. Haron Sirima, President William Ruto\u2019s advisor on debt management.<\/p>\n<p>Speaking after the meeting, PS Sing\u2019\u00f3ei said the discussions focused on financing solutions to support Kenya\u2019s ambitious infrastructure agenda aimed at boosting economic growth and connectivity.<\/p>\n<p>\u201cDeeply honoured to hold a high-level meeting with the Vice President of China Africa Development Fund (CAD Fund), Chang Hui, at their Beijing offices this morning,\u201d he said.<\/p>\n<p>\u201cSenior officials from China Development Bank, the Export-Import Bank of China (CEXIM), and the Bank of China (BOC) also attended. We discussed new development financing options to power H.E President Ruto\u2019s flagship infrastructure projects.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Responsive development <\/h2>\n<p>Sing\u2019oei also held bilateral talks at the China International Development Cooperation Agency (CIDCA) with Vice Chairman Hu Zhangliang, praising CIDCA for its role in shaping responsive development policies aligned with FOCAC priorities, as well as facilitating regulatory approval for concessional funding for Kenya\u2019s projects.<\/p>\n<p>Kenya has historically relied on external financing for large-scale infrastructure projects, including the Standard Gauge Railway, Nairobi Expressway, bypasses, and energy installations.<\/p>\n<p>China remains one of Kenya\u2019s largest creditors, accounting for about 20 percent of the country\u2019s external debt.<\/p>\n<p>This model of borrowing has sparked public debate over debt sustainability, particularly as Kenya\u2019s public debt exceeds Sh11 trillion, much of it accumulated over the last 15 years.<\/p>\n<p>President Ruto has repeatedly emphasized a shift towards domestic revenue mobilization and fiscal discipline.<\/p>\n<p>\u201cOur country will not be developed by others. [It] country will not be developed by aid,\u201d  Ruto said while delivering the State of the Nation Address in November 2025.<\/p>\n<p>\u201cOur country will not be developed by debt.
