{"id":134629,"date":"2026-03-18T09:02:47","date_gmt":"2026-03-18T09:02:47","guid":{"rendered":"https:\/\/chezaspin.com\/blog\/tsc-struggles-with-funding-sh-1-4b-gap-amid-transition-to-sha-medical-scheme\/"},"modified":"2026-03-18T09:02:47","modified_gmt":"2026-03-18T09:02:47","slug":"tsc-struggles-with-funding-sh-1-4b-gap-amid-transition-to-sha-medical-scheme","status":"publish","type":"post","link":"https:\/\/chezaspin.com\/blog\/tsc-struggles-with-funding-sh-1-4b-gap-amid-transition-to-sha-medical-scheme\/","title":{"rendered":"TSC Struggles with Funding Sh 1.4B Gap Amid Transition to SHA Medical Scheme"},"content":{"rendered":"<p><strong>NAIROBI, Kenya Mar 18-The Teachers Service Commission has warned of a KSh1.4 billion shortfall in funding for teachers\u2019 medical cover under the new Social Health Insurance Fund (SHIF), raising concerns over the continuity of healthcare services for teachers across the country.<\/strong><\/p>\n<p>Appearing before the National Assembly Education Committee, chaired by  Tinderet MP Julius Melly, TSC Acting CEO, Evelyn Mitei said the Commission is grappling with a significant financing gap following the transition from the Minet medical scheme to the Social Health Authority (SHA).<\/p>\n<p>\u201cAs at December 31, 2025, the outstanding bill for teachers\u2019 medical cover under the previous Minet scheme stands at KSh7.448 billion,\u201d said the CEO.<\/p>\n<p>\u201cFor the current seven-month period under SHA, we require KSh8.9 billion, but we have only been able to access KSh7 billion under Article 223, with a supplementary allocation of KSh7.5 billion. This leaves a funding gap of KSh1.4 billion.\u201d<\/p>\n<p>The disclosure came as MPs scrutinised TSC\u2019s Supplementary Estimates I for the 2025\/26 financial year, which have been revised upwards by KSh21.18 billion to KSh407.69 billion from the initial KSh386.51 billion.<\/p>\n\n<p>A bulk of the additional allocation KSh12.86 billion has been earmarked for teachers\u2019 salaries, while KSh7.5 billion will go towards the medical scheme under SHA.<\/p>\n<p>Other allocations include KSh480 million to cover deficits in stipends for teacher interns, KSh235 million for secretariat staff medical cover, and KSh106 million to enhance field operations.<\/p>\n<p>The house team however, raised concerns over the sustainability of the medical scheme, warning that underfunding could disrupt access to healthcare for teachers.<\/p>\n<p>TSC officials admitted that the shortfall could affect service delivery, particularly if hospitals experience delays in reimbursements from the insurer.<\/p>\n<p>The Commission also revealed that it made its first withdrawal of funds under Article 223 on March 5, 2026, to settle payments to the Social Health Authority for teachers\u2019 medical cover.<\/p>\n<p>Beyond the health scheme, the supplementary estimates are expected to impact key performance targets. TSC has revised its recruitment of intern teachers upwards from 20,000 to 24,000 in a bid to address staffing gaps, particularly in junior secondary schools.<\/p>\n<p>Similarly, the number of field officers trained on discipline management has increased, while more staff are set to benefit from capacity-building programmes across the Commission.<\/p>\n<p>Lawmakers pressed the Commission to address persistent systemic challenges, including delays in pension payments, understaffing in field offices, and inequities in teacher transfers.<\/p>\n<p>Since December last year teachers commenced \u00a0accessing healthcare services under the new Social Health Authority (SHA) cover.<\/p>\n<p>The Commission noted that all teacher records, including 320 who are currently admitted across 100 hospitals, have been successfully transferred to the SHA system to ensure uninterrupted medical services.<\/p>\n<p>The transition comes after TSC opted to move teachers\u2019 health cover from Minet to SHA following a decade of the former\u2019s service.\u00a0<\/p>\n<p>President William Ruto had also assured that the over 400,000 teachers will get enhanced health cover.<\/p>\n<p>The comprehensive benefits under SHA\u2019s Mwalimu Cover include inpatient and outpatient services, maternity care, chronic illness management, dental and optical services, road and air evacuation, last expenses and overseas treatment.<\/p>\n<p>Coverage extends to teachers who are principal members, one declared spouse, and up to five children aged 0\u201321 years, or up to 25 if full-time students.
