Without subsidy, diesel would cost <strong>Sh230.76 per litre<\/strong><\/p>\n<h3 class=\"wp-block-heading\"><strong>KEROSENE (Sh152.78 per litre)<\/strong><\/h3>\n<p>Imported fuel (landed cost): <strong>Sh170.86 (111.8pc)<\/strong><\/p>\n<p>Distribution &amp; margins: <strong>Sh21.99<\/strong><\/p>\n<p>Taxes &amp; levies: <strong>Sh68.03<\/strong><\/p>\n<p>Subsidy relief: <strong>-Sh108.10<\/strong><\/p>\n<p> Government intervention is so large that it fully offsets import costs. <em>Without subsidy<\/em>, kerosene would cost <strong>Sh260.88 per litre<\/strong><\/p>\n<h2 class=\"wp-block-heading\"><strong>Who is being protected?<\/strong><\/h2>\n<p>EPRA\u2019s stabilisation structure shows a clear hierarchy:<\/p>\n<p><strong>Kerosene:<\/strong> highest protection (social households)<\/p>\n<p><strong>Diesel:<\/strong> moderate cushioning (transport &amp; economy)<\/p>\n<p><strong>Petrol:<\/strong> minimal relief (private motorists)<\/p>\n<p>The government\u2019s policy signal points to protecting households and the productive economy, not discretionary consumption.<\/p>\n<h2 class=\"wp-block-heading\"><strong>The tax reality behind every litre<\/strong><\/h2>\n<p>Despite VAT cuts, fuel remains heavily taxed:<\/p>\n<p>Petrol: <strong>Sh82.09 per litre<\/strong><\/p>\n<p>Diesel: <strong>Sh74.90 per litre<\/strong><\/p>\n<p>Kerosene: <strong>Sh68.03 per litre<\/strong><\/p>\n<p>Major components:<\/p>\n<p>VAT (Petrol): Sh24.35<\/p>\n<p>Road maintenance levy: Sh25<\/p>\n<p>Excise duty: Sh21.95<\/p>\n<p>Even after VAT cut, taxes still account for 36\u201345 per cent of pump prices.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Why prices moved differently<\/strong><\/h2>\n<p><strong>Petrol:<\/strong> high taxes + minimal subsidy \u2192 sharp rise<\/p>\n<p><strong>Diesel:<\/strong> high import shock + moderate subsidy \u2192 contained spike<\/p>\n<p><strong>Kerosene:<\/strong> extreme subsidy \u2192 price stability despite global surge<\/p>\n<h2 class=\"wp-block-heading\"><strong>The bottom line<\/strong><\/h2>\n<p>Fuel prices are no longer driven by global oil costs alone.
