{"id":55685,"date":"2024-06-20T14:03:42","date_gmt":"2024-06-20T14:03:42","guid":{"rendered":"https:\/\/chezaspin.com\/blog\/index.php\/2024\/06\/20\/daadab-kakuma-to-be-municipalities-in-refugees-integration-plan\/"},"modified":"2024-06-20T14:03:42","modified_gmt":"2024-06-20T14:03:42","slug":"daadab-kakuma-to-be-municipalities-in-refugees-integration-plan","status":"publish","type":"post","link":"https:\/\/chezaspin.com\/blog\/daadab-kakuma-to-be-municipalities-in-refugees-integration-plan\/","title":{"rendered":"Daadab, Kakuma to be Municipalities in Refugees Integration Plan"},"content":{"rendered":"<p><strong>NAIROBI, Kenya, Jun 20 \u2013 The resettlement of over 700,000 refugees in Daadab and Kakuma camps inched closer to reality after key stakeholders formally adopted the planned integration with local communities.<\/strong><\/p>\n<p>The stakeholders have settled on November this year as the launch date of the<br \/>Shirika Plan, which will result in redesigning the refugee camps in Garissa and<br \/>Turkana counties into municipalities.<\/p>\n<p>The Shirika Plan will be jointly implemented by the Kenyan government, the<br \/>respective county governments, the UN, and the United Nations Commission<br \/>for Refugees, among others.<\/p>\n<p>Under the plan, the refugees will be absorbed into municipalities within the host<br \/>communities, and the latter will benefit from enhanced socioeconomic<br \/>investments, including schools, health facilities, roads, and modern markets.<\/p>\n<p>Immigration PS Julius Bitok said the focus now will shift to mobilising resources<br \/>to implement the Shirika Plan with phase one of the four-year project estimated<br \/>to cost of $943 million (Sh115.6B).<\/p>\n<p>\u201cThis money will come from different partners and donors, including<br \/>governments and the private sector. It will be channeled not only through the<br \/>government but also through international NGOs, county governments,<br \/>ministries, and departments such as the Ministry of Lands,\u201d he said.<\/p>\n<p>The PS revealed that the necessary framework to support the implementation<br \/>of the Shirika Plan is already in place.<\/p>\n<p>\u201cThe enactment of the Refugee Act 2021 gave us the foundation. We also<br \/>have the gazettement of regulations to operationalise the Act. We have<br \/>gazettement of documents used by refugees.\u201d<\/p>\n<p>To anchor the integration, the Turkana and Garissa county governments have<br \/>also gazetted Dadaab and Kakuma as municipalities to anchor the necessary<br \/>planning and infrastructure upgrading.<\/p>\n<p>As municipalities in the proposed integration, the current refugee camps will<br \/>be restructured into modern urban centers with the requisite infrastructure such<br \/>as roads, water, sewer systems and other necessities.<\/p>\n<p>The settlements will be repurposed to allow mobility, freedom of movement,<br \/>economic inclusion, and refugee participation in the country\u2019s development<br \/>processes.<\/p>\n<p>The Shirika Plan National Steering Committee comprises of the governors of<br \/>Nairobi, Garissa, and Turkana and at least 17 PSs from state departments<br \/>critical to implementing refugee integration. <\/p>\n<p>These departments include the Interior, Treasury, Health, Lands, Water, Housing, Education, and Foreign Affairs.<\/p>\n<p>Interior PS Raymond Omollo said the integration of refugees among host<br \/>communities will enhance local and national security.<\/p>\n<p>\u201cIt represents an innovative approach to refugee camps into integrated<br \/>settlements that support the social economic inclusion of refugees and host<br \/>communities thereby enhancing national security and cohesion,\u201dPS Omollo said.<\/p>\n<p>His foreign affairs counterpart, Korir Sing\u2019Oei, hailed the Shirika Plan as a realistic<br \/>appreciation of refugees\u2019 social-economic potential.<\/p>\n<p>\u201cWe have embraced a paradigm shift that no longer views a refugee as a<br \/>burden that should be repatriated as soon as possible. Rather, we want to<br \/>harness their skills and industry in ventures that are profitable to themselves and<br \/>our country,\u201d he stated<\/p>\n<p>Turkana Governor Jeremiah Lomurakai said the Shirika Plan will address<br \/>concerns that development partners concentrate on funding refugees at the<br \/>expense of host communities.<\/p>\n<p>\u201cThere should be imperative balance when it comes to resource sharing,<br \/>employment and many other things between the host community and<br \/>refugees,\u201d<\/p>\n<p>UN Resident Coordinator in Kenya Stephen Jackson and Kenya\u2019s<br \/>Representative for UNHCR Caroline van Buren promised to support the<br \/>implementation of the Shirika Plan.<\/p>","protected":false},"excerpt":{"rendered":"<p>NAIROBI, Kenya, Jun 20 \u2013 The resettlement of over 700,000 refugees in Daadab and Kakuma camps inched closer to reality after key stakeholders formally adopted the planned integration with local communities.
