Senate to determine mode of Kisii DG’s impeachment proceedings

NAIROBI, Kenya, Mar 7 – The senate will on Thursday discuss the motion on the establishment of an 11-member special committee to investigate and report on the proposed removal from office, by impeachment, of Kisii Deputy Governor Robert Monda.

Monda was impeached by the Kisii Members of County Assembly (MCAs) on February 29 following allegations of abuse of office and bribery.

During the session, the House will decide whether the committee will be given a green light to proceed with the investigations into the conduct of Monda or not.

If the House rejects the committee, then the matter will be handled in plenary.

The special committee was established pursuant to section 33(3) (b) of the County Governments

Act, and Standing Order 80(1)(b) and (9).

The special committee tasked with investigating the matter are; Senator Leki Lenku Ole Kanar(Kajiado0, David Wafula Wakoli(Bungoma), Mariam Sheikh Omar(Mandera),Joe Nyutu(Murang’a), and James Ekomwa Lomenen(Turkana)

Others are Margaret Kamar(Uasin Gishu), Okiya Omtatah(Busia),Beth Syengo(nominated), Issa Juma Boy(Kwale)Shakila Abdallah(nominated)and Crystal Asige(nominated).

If okayed to proceed, with the investigations the committee, pursuant to Standing Order 80 (2), to report to the Senate, within ten (10) days of its appointment, on whether or not it finds the particulars of the allegations against the Deputy Governor to have been substantiated.

Monday was impeached after 51 MCAs voted to oust him while 15 voted in his favor.

The DG is accused of abuse of office by using county employees to work on his personal jobs, soliciting sh500,000 and other claims which he denied.

“For those with the opinion to have Dr. Robert Monda impeached, say aye, and for those with a contrary opinion, say nay,the hi have it,” posed the speaker.

Early, the DG said the motion lacks sufficient evidence to have him impeached.

The DG and his Governor Arati are not in good terms with each other since the DG was seen dining with his political enemies.
